To develop a Compliance Framework for the Implementation of Guidelines for Nigerian Content Development in ICT. This Compliance Framework provides the ONC and NITDA the structure and governance methodology for the performance of the compliance function in the implementation of the Guidelines for Nigerian Content Development in ICT.

Provided services included the following:
⦁ Created awareness of the Guidelines within the industry
⦁ Developed a Compliance and Enforcement Framework for the Guidelines, including the issuance of incidental and further guidelines to give effect to the Guidelines for Nigerian Content Development in ICT.
⦁ Ensured that all existing government circulars, directives and memos on Nigerian content development are considered in developing the Compliance Framework.
⦁ Monitored companies and institutions to ensure compliance with the provisions of the Guidelines
⦁ Investigated breaches to determine culpability and seriousness of offence
⦁ Enforced the Guidelines and institute penalties against errant organizations.
